Victor F. Hipsley
As President and Chief Executive Officer of Governmental Policy Group, Inc., Victor brings almost thirty years of legislative and executive experience. Mr. Hipsley is responsible for all of our firm’s operating functions on a day to day basis, as well as directing the representation of the firm’s clients and ongoing presence with the Ohio General Assembly and the Governor’s Administration. He is certified by the Ohio Lobbying Association.
Mr. Hipsley's political experience began as an aide to the former President of the Ohio Senate. He then moved into a position as the chief aide to the Chairman of the Ohio House Ways and Means Committee. Mr. Hipsley studied political science and communications at The Ohio State University and carries an extensive background in computer systems. Having served as a key member of the Joint Legislative Computer Technology Committee, he was in part responsible for adapting, devising, and implementing the state’s legislative computer network.
Mr. Hipsley is a Past President and member of the Ohio Lobbying Association and served as a member of the Board of Trustees for seven years. He is also the recipient of the 2013 Ohio Lobbying Association Presidents' award given to a member providing exceptional service to the association and profession and serves as a founding board member of the Ohio Lobbying Association Foundation, which provides academic scholarships to Ohio college students studying public policy. In 2008, Mr. Hipsley became a member of the Association of Ohio Commodores, which is recognized by appointment by the Governor as one of the state's most distinguished honor, and currently serves as Chairman of the associations’ fundraising, and programs and arrangements committee.
Brooke A. Cheney
As Chairman of Governmental Policy Group, Brooke Cheney brings a successful history of governmental relations representation and governmental affairs consulting to our firm. In addition to serving as one of the principal registered legislative agents for our clients, Mr. Cheney also serves as the firm’s chairman. He has over thirty-eight years of experience in legislative and executive agency lobbying, and is certified by the Ohio Lobbying Association.
Prior to the founding of Governmental Policy Group, Mr. Cheney served as a regional director in one of the most challenging fields in modern-day legislative history – the tobacco industry. Working in seven different East Coast and Midwest states, Mr. Cheney had one of the highest win-ratios recorded for the Tobacco Institute, Washington, D.C.
Mr. Cheney has a Bachelor of Science degree in Marketing from The Ohio State University and continuing education from the School of Bank Marketing at the University of Colorado and the American Institute of Banking. Mr. Cheney serves as Treasurer of Resources Political Action Committee. He is also a member of the Ohio Lobbying Association, as well as on the Board for the Capitol Square Foundation. In 2012, Governor Kasich appointed Mr. Cheney to the Association of Ohio Commodores.
Richard F. Hillis
Mr. Hillis’ professional profile includes extensive political, legislative, and business accomplishments in Ohio, Indiana, and Washington D.C., including his service under a U.S. Presidential Administration. He utilizes his political expertise and knowledge of marketing, corporate and governmental relations, and fundraising to provide our clients the best possible service.
Previously, Mr. Hillis served as the Director of Political Affairs for the Mayor of Columbus. In that capacity, he directed the political activities as senior political advisor, finance director and liaison between the Mayor and corporate communities. Mr. Hillis developed a broad political and business network that is the foundation for communicating our goals. Knowledge of how to work with these individuals is his key to success.
Mr. Hillis holds a Bachelor of Science degree in Finance from Indiana State University and attended Capital University School of Law. Mr. Hillis is a member of the Association of Ohio Commodores and served as Grand Commodore from 2011 to 2012. He is also a member of the Ohio Lobbying Association.
Matthew S. Whitehead
Matthew S. Whitehead is Vice President of Governmental Policy Group, Inc. He is a graduate of Xavier University with a degree in Political Science and Minors in Business and Peace Studies. Since graduating from Xavier, Matt worked as a Murray A. Seasongood Foundation Intern with the City of Cincinnati, as an Ohio Legislative Service Commission Fellow and as an aide to a Cincinnati City Councilmember.
For over five years he served as Legislative Aide in the Ohio House of Representatives managing the day-to-day operations of the office, overseeing constituent affairs, press relations and all legislative matters. Matt also served as the senior aide to the House Civil and Commercial Law and Judiciary Committees. Prior to joining Governmental Policy Group & RH Resources, Matt served as the Legislative Liaison for the Ohio Department of Developmental Disabilities, conducting legislative affairs including Controlling Board requests, bill monitoring, testimony preparation and presentation. With Matt’s over two decades of extensive experience in the development of public policy, he has worked on a variety of topic areas that touch virtually every aspect of state government making him an effective advocate for our client’s issues. Matt is a member of, and certified by, the Ohio Lobbying Association.
Andrew Huffman serves as Governmental Policy Group’s Director of Legislative Affairs. Andrew is a graduate of Wittenberg University where he earned a degree in Political Science. He began his career in politics by being accepted into the Ohio Legislative Service Commission Fellowship Program where he was assigned to the Ohio Senate and worked directly with the Chairman of the Senate Finance and Financial Institutions Committee, gaining valuable experience working on the state operating budget. After completing the Fellowship Andrew remained with the Ohio Senate where he served as an Administrative Aide to the Majority Caucus. Andrew joined the Governmental Policy Group team in 2010. He is a member of, and certified by, the Ohio
As Director of Legislative Affairs Andrew uses his knowledge and experience in state policy making to effectively represent our clients before Ohio’s legislative and executive branches. He supports clients in developing advocacy and grassroots strategies, which allows them to successfully connect with key policymakers. Andrew’s knowledge base and reputation with Ohio’s lawmakers
helps assist our clients in navigating through Ohio’s legislative process.
Patrick Markovich serves as Governmental Policy Group’s Policy and Communications Manager.
Patrick began his political career in the Ohio Legislative Service Commission Fellowship Program where he worked directly under the Chairman of the Senate Finance Committee and Chairman of the Senate Insurance & Financial Institutions Committee where he clerked and produced memoranda for various committees and conducted legislative research. Additionally, Markovich assisted with administrative duties in the office of Majority Whip and several other offices of Senate Majority Caucus members. Patrick holds a bachelor’s degree in political science from Kent State University. He is a member of the Ohio Lobbying Association.
In addition to his lobbying services, Patrick also provides Governmental Policy Group’s clients with the latest, most up-to-date information on all policy issues relevant to their interests. He distributes notices of all recently introduced legislation and administrative rules tailored to each client’s specific interests. Additionally, Patrick develops legislative reports and provides clients with weekly updates and remains a valuable resource to Governmental Policy Group’s clients who endeavor to undertake a grassroots legislative campaign and need to identify and target specific legislative constituencies.
As a member of the staff of Governmental Policy Group, Aubrey plays a vital role in our firm. She is the firm's Manager of Operations and ensures that our clients are well served. Along with managing the daily business activities of the office, she maintains a working knowledge of all current client issues and activities.
In addition to serving as the initial contact with our clients, Ms. Spencer also is responsible for the administration of accounts, the design and maintenance of the company’s computer files, preparation and review of reports mandated by state law, client relations and other organizational matters. Ms. Spencer holds a degree in Architecture from the University of Kentucky. In addition to her work as an architect, Aubrey has previous experience as an Office Manager for both a wealth management firm and a law firm in Tennessee and South Carolina.
